Local Planning and Development Activity/Updates
Royal Marsden Hospital
We have been concerned about two topics related to the Marsden –
New scanner in the small parking lot off Stewart’s Grove. Issues with noise disturbances to neighbours all hours of day and night.
RBKC’s Noise and nuisance team told the hospital that it would be served with a noise abatement notice if the noise is not reduced. The planning permission granted is for operating hours 8am-8pm but the scanner is operating 24/7. The hospital claims it cannot turn it off. The noise level is higher than that which is permitted under the planning permission.
Both RBKC’s environmental health team and planning enforcement team are liaising with the hospital and neighbouring residents. This has taken a great deal of work from neighbours and our Councillors.
Proposal for large new building in this parking lot. Loss of light and overlooking neighbours. We have asked Marsden for their detailed plans, but neither the hospital nor their architects have provided this information. This detail will be key to understanding the full impact and how we need to respond to this proposal.
Our new MP Ben Coleman has met with Lucinda and Chris Radford-Jones from Astell Street & St Lukes residents’ association to discuss the impact of the proposed development and the PET-CT scanner.
Ben Coleman wrote to Dame Cally Palmer about both topics. The hospital admitted to noise issues with the scanner, and they have said that the large-scale development plans would be submitted in Autumn 2025.
Our MP has also agreed to a local visit with more residents once the plans have materialised further. He said that it would be critical for the hospital to take into account those comments and concerns submitted as part of the consultation process.
Achieving the best outcomes on this will require input and engagement from residents, the SSDRA and our councillors working together to influence this.
Heat Network
The Sydney Street & District Heat Network, the innovative urban project designed to decarbonise heating and cooling for our 300 homes, two hospitals, the school, St Luke’s church, and various commercial spaces, is progressing. As our residents have witnessed at various consultation sessions how this project represents a pioneering community-scale initiative to provide clean and affordable heating and cooling, seamlessly integrating modern energy technology within an historic urban landscape.
The technical team has completed the government funded feasibility study which has proved the viability of a shared ambient loop network in the public highway, without visual or physical obstructions in public spaces, connected to individual Ground Source Heat Pumps (GSHP) designed to supply carbon-free heating and cooling. It will improve local air quality and contribute significantly to the community’s long-term carbon reduction targets.
The project has begun to generate interest in neighbouring areas, with nearby residents expressing a desire to adopt similar systems.
Our technical team, on our behalf, has recently submitted a further government fund application, the Green Heat Network Fund, to start detail design, and is in contact with the commercial stakeholders to agree their commitment to the project.

The Gaumont
196-200 Kings Road
Cadogan has now confirmed that they expect the Gaumont building to open this year. The flagship retail shop will be on Kings Road – potentially Arket.
The shops on Chelsea Manor Street will be smaller boutique community retail, including the BookBar, a woman owned book store opening its second location (the first is in Finsbury Park).
Other amenities are a large cinema and a roof terrace, as well as residential above.
Police and crime update
The most common crimes in the area are thefts of mobile phones and watches, speeding cars, theft from motor vehicles and residential burglaries.
We have 2 dedicated police officers and 2 dedicated PCSOs for Stanley Ward operating out of the Chelsea base. It has become apparent that crime is increasing and police presence is on the decrease.
Stanley Ward Police Panel holds meetings with the local police every quarter to discuss priorities from a resident’s perspective. Should anyone like to attend the meetings, please let Lucinda know.
A number of local RAs have come together to address the increased crime and lower visible policing and are looking at creating a ‘Safer Chelsea’. They are working with King’s Road Partnership, the Councillors, local businesses and residents to look at various options to prevent crime. Further details will be coming in the near future. It is important to report all crime – the more reports, the more police resources will be given to this area.

St Luke’s Foodbank
St Luke’s foodbank helps almost 100 people each week. In order to support this important initiative they require donations of non-perishable foods and personal toiletries. Residents’ Spring Social & Annual General Meeting
The 2024 Residents’ Spring Social was held on 29 April 2024 at 6-8pm at Auriens, Dovehouse Street. Members and guests arrived starting at 6pm to enjoy a glass of wine and conversations with others.
The AGM was opened at 6.30pm by Susan Spiller, Chair of SSDRA, who welcomed all members and residents to the annual meeting. She introduced SSDRA committee members Lucinda d’Ambrumenil (membership), Laura Carrara Cagni (planning) and David Farlow (treasurer). And noted apologies from Seb de Lemos (website and communications).
She introduced Rt Hon Greg Hands, MP for Chelsea and Fulham and our three Councillors: Kim Taylor-Smith, Will Pascall, and Josh Rendall as well as Miriam Parker, PCSO for Stanley Ward.
She also thanked William Harding the General Manager of Auriens for their hosting of our meeting.
As a reminder, SSDRA membership is open to all residents (owners/renters) in Sydney Street, Bury Walk, Pond Place, Guthrie Street and Stewart’s Grove. Most SSDRA communications are by email and WhatsApp. The SSDRA WhatsApp Community Group includes both members and other residents in our neighborhood. Anyone wishing to join the WhatsApp can contact us by email at info@SSDRA.org.uk. SSDRA also publishes a periodic (typically annual) newsletter and our website at www.SSDRA.org.uk.

Miriam Parker, PCSO, provided an update on policing and safety in the area, noting that our area is generally a safe part of London, although periodic incidents do occur. She reminded residents to report any issues that they see in order to ensure that she or others are able to follow up on them. Also, to ensure that windows are closed and locked when one is away from their home, that blinds are closed in the evening to prevent potential burglars from seeing valuable items in a home and that alarms and ring-style doorbells/cameras are helpful in deterring and preventing crime.
Greg Hands MP provided an update on broader topics across his constituency of Chelsea and Fulham. Our three councillors updated on a range of local and ward topics. There were a number of questions for our MP, the councillors and police.

The Chair introduced our guest speaker, Edward Williams of Cagni Williams Associates. Mr Williams presented the community heat network project being undertaken by the SSDRA in collaboration with Cagni Williams Associates, Genius Energy Lab, and Kensa Utilities. This project, funded entirely by the Community Energy Fund, aims to conduct a feasibility study for a community heat network.
In summary, the project will explore the use of existing ground source heat pump technology as part of a shared network in our neighborhood. The plan involves utilizing the public highway to install a local ground source heat pump network through a series of linked boreholes. This innovative technology will provide residents with access to clean energy for heating and cooling their homes, similar to how fiber-optic cables provide internet connectivity, for a small monthly rental fee. This approach avoids the need for individual, noisy, and unsightly air conditioning units, reduces pollution from gas, eliminates the risks associated with explosive gas in homes, and incurs no maintenance costs (as these are included in the line rental). Additionally, it offers an opportunity to enhance the street landscape.
The project’s success depends on a majority of residents signing up to make it viable. 1) Police update
Our PSCO has shared their Stanley ward newsletter including dates when they are holding crime prevention advice stands, across the ward, please do attend –

2) RBKC notice
The RBKC has requested that we inform residents about the borough’s Citizen’s Panel.
“I am contacting you as a representative of your Residents’ Association to raise your awareness of some recruitment to our Citizens’ Panel which will be undertaken later this month in the borough.
The Citizens’ Panel is a group of 2000 residents broadly representative of the borough (both in terms of key demographics and where they live) who have agreed to be regularly consulted on key Council priorities. This is mainly through surveys but also some face to face events. The Panel has been involved in a range of topics including the Council Plan, making the borough greener, making the borough safer and making the borough fairer.
To refresh the membership of the Citizen’s Panel, and to ensure it remains broadly representative, we undergo an annual recruitment top up of around 250 new Panel members. This involves a market research company called SMSR carrying out some face to face interviews in the borough. All interviewers will have photo ID, a letter of authority and contact information for Council officers should a resident have any concerns. We wanted to notify Residents’ Associations that this recruitment will be happening so that you can reassure any of your members that may raise any issues about it.
You can find out further information about the Panel on our consultation hub or by emailing panel@rbkc.gov.uk. Residents can also email us if they would like to express an interest in joining the Panel.”

This post provides an update on current and upcoming activity in our local area.
The Gaumont – 196-222 Kings Road
The project to restore and renovate the old Curzon theatre and adjoining building is nearing completion, and Cadogan have let us know that they expect to begin opening the space in early 2024. We had the opportunity to attend a pre-opening event last month at which Hugh Seaborn (Cadogan’s CEO) shared some of the highlights of what we can expect to see. As you will be aware Cadogan worked hard to preserve the original art deco facade of the building. They have decided to use the name The Gaumont which harks back to its history as Gaumont Palace cinema which was originally opened in the 1930’s.
We also heard from the visionary artist, Shezad Dawood, who is creating the public art which will be on the facade.
The site will include flagship retail on Kings Road, smaller boutique retail on Chelsea Manor Street, a large cinema, a roof terrace, a pub, as well as office space and residential on the upper floors. We don’t yet have detail on what shops will be located there, but are excited to know that the initial opening is coming soon.

Royal Marsden Hospital
The Marsden is continuing to progress with its plans for a very large new building (c. 10,000 square metres) in the car park behind their main building, off Stewart’s Grove meaning that it would be overlooking and over shadowing parts of Guthrie Street and Stewart’s Grove. The hospital has to date provided only very limited information publicly and the most recent engagement with our committee on this topic was in July 2022. However, we understand that they have been engaging with the RBKC planning team. The info which they have shared can be found here: Royal Marsden | Consultation website (rmconsultation.org)
The SSDRA has written to the Marsden, as well as to our MP and to the Chelsea Society to highlight some of our concerns about their proposed significant development.
The expansion plan is with the architects at the moment and the RMH has confirmed that given the size of the project, they will need to go through an additional layer of planning with governance. It would need to be approved by NHS England and The Treasury. It would need to be the best use of NHS funds and they would need to justify why Chelsea is the right place for the new building.
Dovehouse Green
In 2022 and early 2023 the RBKC in conjunction with St Luke’s (which owns the Green; it is consecrated land and a burial site) made some updates to the Green in terms of bench layout and new plantings. Auriens as part of the development permission contributed a significant amount towards these plantings, although RBKC undertook the actual work. Hopefully over the coming year(s), as those plantings mature, they will continue to improve the look of the Green.
We have been continuing to engage with RBKC and the police regarding the issue of pigeons and people feeding them in the Green which remains a significant problem. The SSDRA committee, our Councillors and the police have visited the Green and discussed potential resolution to the issue. The police have recommended not confronting this person; they are following up to address the issue.
The RBKC is also continuing to work on improving the drainage in the centre of the Green which often backs up during heavy rains.
Further enhancement is expected in 2024 when the RBKC expects to install a sculpture of Oscar Wilde in the centre of the Green. Mr Wilde, poet and playwright was a Chelsea resident; however, there is presently no statue of him in the borough.
Chelsea Green
Chelsea Green also underwent significant updates over the past year. The new road configuration and plants and fountain in the centre attract many people each day who have been enjoying the space, including outdoor dining. A number of restaurants and shops have expanded both in Chelsea Green and on Elystan Street – Wild Harvest, Finnn’s and Andrea’s. And a few new ones have opened – Amar, Amarte and Birley Bakery.
Police and crime update
Stanley Ward has one PC, Idries Hassan and one PCSO, Mimsy Parker. Under the ‘New Met for London’ plan, a Sergeant will now look after only two wards. Stanley Ward will be joining with Redcliffe Ward, and a new Sergeant will be joining in January 2024.
Chelsea Green remains a priority for the police to target anti-social behaviour and robbery.
In addition, there have been reports of speeding cars racing along Sydney Street. This was discussed at the Ward panel meeting with RLBC and the police. The best way to combat this is with acoustic cameras, and it has been suggested that SSDRA should put in an RBKC bid for one. This will enable the police to more effectively address this issue.
May 2023 Street Party to celebrate The King’s Coronation
SSDRA hosted a wonderful street party on Monday 8th May in celebration of the Kings coronation. We had over 100 members and local neighbours attending, including MP Greg Hands, our councillors Kim Taylor Smith, Will Pascall and Josh Rendall, and our PCSO Mimsy Parker and others on her team.
We enjoyed prosecco, tea and coffee, ice cream, sandwiches and coronation themed baked treats.
Thanks to everyone who contributed the amazing baked goods and treats.
Thank you also to Badiani Gelato (Badiani 1932 – The iconic italian gelato in London) who donated gelato which The event was also supported by The Royal Borough of Kensington & Chelsea and City Living Local Life.
Thanks also to those members who helped with set up, serving and clean up for the event. And especially to the committee who helped with the significant and complex invitations, logistics and organising.
SSDRA Meetings – 2023 Winter Party/AGM and upcoming for 2024
Our 2023 Residents’ Winter Party and annual meeting (AGM) was held on 24 January at the Auriens Living Room. We were joined by our three RBKC councillors, who updated on local news and developments, and our police PCSO Mimsy Parker, who updated on crime and safety. SSDRA Street Party to celebrate the King’s coronationMay 15, 2023Local IssuesMay 2023
We hope that you enjoyed the SSDRA Street party on Monday 8th May to celebrate the King’s coronation. It was wonderful to see so many of us together – we had over 110 people join in the celebration!
We all enjoyed the amazing Badiani Gelato (thanks to their generous donation!), the prosecco and some beautiful and delicious cakes, brownies and other treats. Thanks to everyone who brought something to share!!
Our MP Greg Hands, and three councillors, Kim Taylor-Smith, Josh Rendall, and Will Pascall, as well as Mimsy Parker our PCSO and her police colleagues all joined the afternoons’ festivities. The RBKC and City Living Local Life also helped to support our event.

As a reminder, SSDRA membership is open to all residents (owners/renters) in Sydney Street, Bury Walk, Pond Place, Guthrie Street and Stewart’s Grove. Most SSDRA communications are by email and WhatsApp. The SSDRA WhatsApp Community Group include both members and other residents in our neighborhood. Changes to Bus Routes in ChelseaJune 15, 2022Local Issues / Noticeboard15 June 2022
Dear members –
TfL has issued a consultation related to bus routes across London. Many of their proposed changes would impact significantly on a large number of bus routes in Chelsea – in the King’s Road or South Kensington areas. In particular it would divert/shorten routes and make other changes to the 49, 211 on Sydney Street. In addition, the proposal would abolish the 11, 14 and 74 buses and make major changes to the 19 and 414 routes.
SSDRA will submit a response; however, it is important that individual members and residents also respond as TfL’s decisions will be influenced by numbers responding. You can respond by completing the survey as linked in item 1 below or by e-mailing your response to haveyoursay@tfl.gov.uk.
The TfL consultation is open until 12th July. Specific details and maps are included on their consultation website, as detailed below:

The Queen’s Jubilee weekend at King’s RoadMay 29, 2022Local Issues / Noticeboard29 May 2022
The are a number of events celebrating the Queen’s Platinum Jubilee in Chelsea and nearby. Although SSDRA won’t be hosting a street party for the Queen’s Jubilee, we thought it might be helpful to share information on other local events which you might like to join.
On Saturday 4th of June, the King’s Road will be closed near Due of York Square with the market and many other activities. And on Sunday, 5 June, Duke of York Square will be live screening the Jubilee Pageant. See the website for more details and times: The Queen’s Platinum Jubilee – King’s Road London (kingsroad.co.uk)
Other events and activities include at The Mall, Battersea Power Station, St James’ Park, Southbank and many others.
Additionally, SSDRA hopes to have our own street party in early September.
